LCU FPGA code for MR ? Standard release

Additions/fixes since last release for MR5.1
 1) Add SYNCOUT pulse triggered by the ping command
 2) Add SYNCIN for Lockheed but leave in for standard code also
 3) Error reporting register on receive ports for DSP monitor code
 4) Bits[7:0] used used as sub revision field
