RDC BIN FILE for 72 Channel 7150 system embedded in 288 channel packet

rev 1B03 (No BITE, Revision register can be read through debug board)

This code puts the 72 channels in the center of the 288 channels packet and
zero's out the unused channels (0-107, 180-287)
