 * deallocated within mb_delaun to increase the efficiency of programs

 *   v1[2*npts+1]:	the value v1[i] stores the x value of the

 *   v2[2*npts+1]:	the value v2[i] stores the y value of the
 *			circumcenter of triangle i
 *   v3[2*npts+1]:	the value v3[i] stores the square of the radius

 *   istack[2*npts+1]:	This is a stack onto which is pushed the the
 *			indexes of all the triangles that need to be 
 *			replaced as a result of the addition of a new
 *			point. During the construction of the new 3-tuples 
 *			the index of the 3-tuple to be replaced is 
 *			popped from the stack. Since the addition of each 
 *			new point adds 2 more triangles to the total, 
 *			istack is popped 2 more times than it is pushed 
 *			for each additional point. Hence istack is 
 *			initialized prior to the main part of the routine 
 *			so that it correctly returns the indexes of the 
 *			new triangles.
 *    kv1[6*npts+1]:	For each new point, each existing triangle is 
 *    kv2[6*npts+1]:	tested in turn and replaced if the new point
