Command line utility wp2m.exe is unproven code.

It attempts to input file of waypoints and construct a CTD_AUV mission script
   and Winfrog waypoints and survey line files.

If the waypoint file wasn't specified on the command line
   Prompt the user for name of waypoint file
   ( which currently must be in decimal degrees, North positive, West negative )

Several waypoint files exist in the home directory to assist in testing the utility;
   w*.txt.

When the utility runs, three files should be created in the home directory:
   *.cfg --- the CTD_AUV mission script
   *.pts --- a Winfrog survey line file
   *.wpt --- a Winfrog waypoints file
