This is code that includes new DPA management code (instrument and comms power are 
left OFF in general; each instrument manages these now)

The red/green LEDs are also managed--the Instantiator blinks them a few times
initially and then turns them OFF

The Dpa channel.initialize now initializes the DPA board ADC, putting it in STBY power
mode to save power

This code is the code merged with Bill's 7/10/2002 and 7/20/2002 code
