This build of SK have the following fixes/features:
- DPA power management
- SK LED power management
- correct implementation of system singletons (adc, rtc, ptsensor)
  the SKx singleton classes have been eliminated
- implementation of power policy for StdInstrumentSensorDriver
  emeter uses POWER_NEVER
  microcat uses POWER_WHEN_SAMPLING
- adjusted heap size to patch flash boot out of memory error
