Additionnal functions for reading C78 CTD files

1. DESCRIPTION

This plug extends the original application load_ctd for reading CTD data in C78 format and loading them into a CODAS database. If defined, macro USE_GFI_C78_CTD_FORMAT will enable this feature at compile time.
