Rover Software Version 1.4

This software version was tested off the Marfac Pier on Sept. 7 1995 and
off the Scripps pier on Sept. 8 1995.  Both tests were succesful.  The
Rover was programmed with the default settings (except a 15 min. delay and
a 3 meter transit) and the unit performed two transit cycles without error. 
The data file was downloaded to files TEST1 AND TEST2.
