Make sure the PC & the NTP time server are on the same netwok
Time server should be on 192.168.1.96 default
Check that the blue FIX led is solid and the PPS is flashing green
load 192.168.1.96 on a web browser to check status 

For Windows:
Install d4time521.exe
add 192.168.1.96 as a server
open advanced settings and check 'use the selected server' -> click ok
click OK to sync time
Change PC time to either local or UTC depending on requirements

For MAC:
Go to date and time settings 
check "set time and date automatically"
add 192.168.1.96 as the server
change time zone to either local or UTC depending on requirements
