For Mexico City, we estimate public health improvements due to air pollution reductions that could occur simultaneously with
greenhouse gas emission mitigation, and we compare the costs and benefits of 5 specific policy measures. Reduced-form air
quality models are used to calculate the impacts of changed emissions on exposure. Dose-response methodology is applied to
estimate public health improvements, and several valuation metrics are applied to determine the monetized health benefits to
society of the control measures.
Implementation of these 5 measures in Mexico City could reduce annualized exposure to particulate air pollution by 1% and to
maximum daily ozone by 3%, and also reduce greenhouse gas emissions by 2% (more than 300,000 tons C equivalent per year).
We estimate that over 4400 quality-adjusted life-years (QALYs) per year could be saved, with monetized health benefits on the
order of \$200 million USD per year. In contrast, total costs are under \$70 million USD per year. The mean cost per QALY is
under \$40,000. Of the measures considered, those that improve transportation efficiency are most promising for the
simultaneous reduction of local and global pollution in the region.
