AB: We will present: 1) the history of study of the runaway electrons and the relativistic runaway breakdown phenomenon; 2) the kinetic theory of runaway effects in fully and partially ionized plasma; 3) a detailed theory of the relativistic runaway breakdown phenomenon in the air. The special attention will be devoted to the observational manifestations of the runaway breakdown in the thunderstorm atmosphere. Among them are gamma ray bursts correlated with the leader steps and terrestrial gamma ray flashes. The physics of a new type discharge based on the simultaneous action of the runaway breakdown and the extensive atmospheric shower (RB-EAS) will be discussed. We will discuss the generation of strong radio pulse emission during this discharge. An observational evidence of such type emission in the lightning initiation and narrow bipolar events will be demonstrated.
