AB: Sample survey designs, also known as probability surveys, have been used in environmental studies, social studies, economic studies and health studies. Until the last decade, the environmental studies using sample survey designs have been primarily terrestrial studies. I the early 1990s, EPA began developing sample survey designs for flowing waters and other aquatic systems to assist EPA in answering questions being asked about the state of the nation's waters. There is no single monitoring design that is right for all monitoring needs. Each set of questions must be answered using an appropriately designed effort. The sample survey designs developed by EPA's EMAP are the only designs that are suited for answering the broad questions about the state of the nation's waters and that is the primary application for which EPA intends their use. While sample survey designs will not necessarily provide the best approach for longitudinal studies of individual rivers, they will provide a unique perspective on the longitudinal aspect of flowing waters. Examples of applications will be provided from the mid-Atlantic and western United States.
