There is a great concern in Spain about droughts. Authors refer an impact of 4.5 billion USs in lost crops because of the
last one occurred during 1991-1995. Such kind of impacts motivated the inclusion of an article in the National Hydrological
Law to implement a drought monitor system and plans to react against them.
A system to watch water state and drought monitoring is being developed in CEDEX for the Spanish Ministry of Environment. The
objective is to manage data of the whole Spanish territory. Variables managed are: rainfall, river flows, stored water in
reservoirs and piezometric levels. Main remarkable points are:
1.Water state is evaluated in certain regions which are defined considering water resources, hydraulic network and water
consumption
2.Monthly data is the basic time step
3.Water state is evaluated by means of percentiles estimated concerning to time series of monthly data, cumulated values from
the onset of the hydrological year, cumulated values of the last 12 months and cumulated values of the last 3 months.
Piezometric levels are represented using moving averaged values
4.Regional information are derived by weighting point data percentiles
5.Other drought indexes are used to identify meteorological droughts through the theory of runs and a critical parameter to
join minor identified events. Also, annual minima (7day or 30day) flow quantiles are used
6.(In progress) To implement NDVI drought indexes
Last hydrological year in Spain was characterised by the shortage of rainfall. A social awareness about the event raised and
the system worked to identify deficits as well as the extension and evolution in time of the shortage. The system is still on
development, but its state can be shown in the AGU meeting.
