TI: Soft Tools for Regional Flood Frequency Analysis of the Red River of the North Basin

AB: The results of flood frequency analysis using at-site streamflow data found within the Red River of the North Basin has been widely used in the planning and design processes of a number of flood mitigation projects. However, the use of regional flood frequency analysis to provide pooled flood information for the ungaged sub-basins has been limited. As part of the effort of an on-going study for a regional flood mitigation project, a regional flood frequency analysis based on an L-moment approach was performed. It is based on a priori that the Red River of the North Basin is a homogeneous region since it does not have great variations in geologic features, slopes, and land cover within the basin. The onus was on the evaluation of the at-site streamflow data available along the fringe of the basin as well as those found within the basin. To address concerns about the changing conditions which might have affected the notion of data independency, wavelet analysis of stage records of a terminal lake in proximity of the basin and a number of discharge series found in the river basin are discussed. A conceptual framework suitable for the regional flood frequency analysis of an almost-homogeneous river basin is developed and exemplified.
