TI: Best Practices in Software Engineering, Use of Frameworks

AB: The High Altitude Observatory (HAO) has successfully deployed multiple software systems with the use of frameworks. This practice has contributed to higher productivity and faster deployments due to the gained knowledge of frameworks. The fundamental concepts of working with frameworks are described, the use of such best practice as well as the heuristics gained by the overall experience.
