We present initial results from a survey of energetic (0.05--2.0~MeV) gyrating ion distributions seen by the Wind spacecraft
in strongly perpendicular regions upstream of interplanetary and Earth's bow shocks.
Some of the energetic backstreaming ions are observed within co-rotating interaction regions, or during solar energetic
particle events, when there is a sufficient flux of energetic ions to seed production via shock drift acceleration (SDA).
Several events, however, occur when there is no evidence of an energetic seed population, and SDA modeling on the ambient
population fails to produce the fluxes observed.
The later type of events raise new questions about the steps neccesary for producing strongly energized ions starting from an
initially cold
population.
