During the 28 October 2003 solar energetic particle event, the high rigidity cutoff (low latitude) neutron monitor located at
Tsumeb in Namibia recorded a flux increase of 3-4 percent roughly 10 minutes before the onset of a Ground Level Event (GLE)
observed by many low rigidity cutoff (high latitude) neutron monitors. An analysis of the properties of this neutron event is
presented, based on direct neutrons produced in the lower solar atmosphere by hadronic interactions. After deriving the
yield function for neutrons at Tsumeb and using a typical spectrum for solar neutrons, we determine the start time and
emission duration, which are compared with other observations. This work is supported by NSF grant ATM-0000315, the
