Paul D. Higley received the Sc.B. degree in engineering from Brown University, Providence, RI.He is a Senior Staff Engineer at the Ocean Science and Technology Division of Science Applications, Inc., in Newport, RI. His work has included the development of acoustic survey and search techniques and the development of software for the analysis of moored oceanographic instrumentation systems. He is also the owner and operator of the submarine "Porpoise" which is used for search and inspection dives off the New England coast.
