Yoshimi Kakui was born in Kyoto, Japan, in 1943. He received the B.E. and M.E. degrees in applied physics from Osaka City University, Osaka, Japan, in 1966 and 1968, respectively, and the Doctorate degree in ocean engineering from Tokai University, Shimizu, Japan, in 1995.

He joined the Electrotechinical Laboratory (ETL), Agency of Industrial Science and Technology under the Ministry of International Trade and Industry, Hyogo, Japan, in 1968, where he has been engaged in research on light measurement techniques and their application to environmental sensing laser. He is presently a Member of the Senior Staff and a leader of the environmental sensing and analysis lab in Life Electronics Research Center of ETL, Amagasaki, Japan. His main interests are the research and development of sensing technologies for biological particles in the water environment.

Dr. Kakui is a fellow member of the Illuminating Engineering Institute of Japan and a member of the Advanced Marine Science and Technology Society.
