Ross E. Williams received the B.S. degree from Bowdoin College, and the M.S. and Ph.D. degrees in physics from Columbia University.

He was associated with Columbia University, where he was professor of Engineering and Applied Science and Associate Director of Hudson Laboratories. He is now President and Chief Executive Officer of Ocean & Atmospheric Science, Inc., a firm specializing in submarine surveillance techniques and system designs.
