Randy K. Howell received the B.Eng. and M.Eng. degrees in electrical engineering from Memorial University of Newfoundland, St. John's, NF, Canada, in 1986 and 1990, respectively. His research at Memorial University concerned the inversion of HF radar data to extract ocean wave information.

From 1988 to 1991 he was employed as a research engineer at the Centre for Cold Ocean Resources Engineering (C-CORE), St. John's. NF, Canada, There he assisted in the development of a radar cross section model for HF ocean backscatter, which he then used to develop a near-real-time wave measurement software package for Northern Radar Systems Ltd. Presently, he is pursuing Ph.D. studies at the University of Victoria, Victoria, BC. Canada. His research topic there is the design of adaptive algorithms for the suppression or enhancement of HF ocean backscatter.
