Yongtan Liu (SM'91) was born in Nanjing, China, in 1936. He graduated from the radio engineering department of Tsinghua University in 1958.
After graduating, he joined the radio engineering department of Harbin Institute of Technology, Harbin, China. He has been working on the radar system and signal processing of high-frequency ground-wave OTH radar, continuous wave radar, and microwave imaging radar.
Mr. Liu is a member of the Chinese Academy of Sciences and the Chinese Academy of Engineering.
