D. Randolph Watts was born in Riverside, CA. He received the B.A. degree in physics from the University of California at Riverside in 1966, following a year of studies at Goettingen University, West Germany. He carried out his graduate work in physics, studying critical-point phenomena, and received the Ph.D. degree from Cornell University, Ithaca, NY, in 1973.

His career in physical oceanography began as a post-doc in the Department of Geology and Geophysics at Yale University, New Haven, CT, where he worked on studies of midocean eddies using acoustic techniques. In 1974 he joined the faculty of the Graduate School of Oceanography, University of Rhode Island, Kingston, RI. While there, he has made further development of deep-sea moored acoustic instrumentation: inverted echo sounders (IES), for studying the thermal structure of the water column, and "WOTAN" for monitoring sea-surface wind speeds and precipitation rates from ambient noise measurements at the ocean bottom. His recent research has focused on the Gulf Stream and its variability and on equatorial trapped wave processes in the Pacific.
