Steven O. McConnell was born in Heidelberg, Germany, on December 20, 1947. He received the B.A. degree in applied mechanics and engineering sciences from the University of California, San Diego, in 1969, and the Ph.D. degree in engineering physics, also from UCSD, in 1976.From 1976 to 1990, he was employed at the Applied Physics Laboratory, University of Washington. During this time, he worked in various areas of underwater acoustics, including ambient noise, submarine and torpedo radiated noise, shallow water reverberation, and sea surface scattering. One of his principle tasks was combining measurements and theory to create standard high-frequency ambient noise and surface scattering models to be used by the Navy in computer simulations. In 1991, he joined Areté Engineering Technologies Corporation, where he has been working on using very wide-bandwidth signals for target detection and classification. He has been particularly concerned with temporal and spatial coherence loss for these broad-band signals in shallow water environments.
