Francis C. Jarvis received the B.S. degree in electrical engineering from the University of Rhode Island, Kingston, RI, in 1953 and has done graduate work at both the University of Rhode Island and Northeastern University.

He has been employed at Raytheon's Submarine Signal Division in Portsmouth, RI, since 1959, where he has worked in both military and commercial acoustic systems. He is presently a Project Engineer at ROSC working on secure acoustic command systems, parametric amplifier systems, and Doppler velocity measuring systems. He has also had extensive experience in the development of analog and digital acoustic beam forming systems utilizing conformal, spherical, and line array configurations, development of passive and active acoustic receiving systems, and application and development of correlation and DELTIC systems.

Prior to 1959, he was a Senior Engineer at Sylvania Electric in Waltham, MA, working on airborne active and passive countermeasure systems for manned aircraft.
