Mutsuo Okino was born in Japan in 1936. He received the B.S. degree in electrical engineering from the Osaka University, Osaka, Japan, in 1959.

He joined the Japan Radio Co., Ltd., Tokyo, Japan, in 1959, where he was engaged in research and development of oceanographic instrumentation. He currently serves as Project Manager for the ocean measurement system.

Mr. Okino is a member of the Institute of Electronics and Communication Engineers of Japan.
