Lloyd Regier attended Harvey Mudd College and received the B.S. degree in physics in 1969. He received his doctoral degree from Scripps Institution of Oceanography in 1975 where his research involved the optimal estimation of multi-dimensional spectra from arrays of sensors. From 1976 to 1978 his research in the meteorology department of the Massachusetts Institute of Technology involved the design and deployment of satellite-tracked Lagrangian drifters in the Indian Ocean and the use of a Doppler acoustic log to measure currents in the POLYMODE program. He has been employed at Scripps since 1978 working on the improvement of Doppler techniques for measuring currents from conventional research ships.
