Osamu Watarai received the B.E. and M.E. degrees in electrical engineering from Meiji University, Kawasaki, Japan in 1964 and 1966, respectively.From 1966 to 1971, he was with Meiji University as an assistant professor, where he worked on laser oscillators, electronic circuits such as transistor oscillators, switching amplifiers, and other devices. He has been with the School of Marine Science and Technology, Tokai University since 1971. From 1985 to 1986, he was a visiting research fellow at The Tokyo Institute of Technology, Tokyo, Japan, where he engaged in a study of oceanographic instruments. He is currently an Associate Professor in the Department of Ocean Engineering. He has been engaged in the development of radio telemetry systems for oceanographic studies and is now interested in image processing systems for fishery work.
Mr. Watari is a member of the Institute of Electronics, Information and Communication Engineers of Japan.
