Chester L. Parsons received the B.E.S. degree in electrical engineering from the Johns Hopkins University, Baltimore, MD, in 1969, and the M.S. degree in meteorology from Purdue University, Lafayette, IN, in 1974.Following his undergraduate work he served in the U.S. Army Signal Corp. Since 1974 he has been with NASA and has pursued the improvement of in situ ozone measurement systems, the development of near-infrared interferometric spectrometry for the ground-based measurement of water vapor, and he has participated in active microwave remote sensing programs, including Skylab and GEOS III. He is currently working to add active microwave measurement capability to NASA's wind-wave tank facility at Wallops Island, VA.
