Elgar S. de Sa was born in Calcutta, India, in 1951. He received the Ph.D. degree in solid state physics from the University of London, King's College, London, England.

He is a Research Scientist in the Marine Instrumentation and Computer Division of the National Institute of Oceanography, Goa, India. His interests include underwater optical and acoustic systems.
