David Boulinguez was born in Béthune, France, in 1973. He graduated from Ecole Nationale Supérieure des Ingénieurs des Etudes et des Techniques d'Armement (ENSIETA), Brest, France, in 1996. He received the Diplôme d'Etudes Approfondies in electronics, specializing in signal processing, from the Université of Bretagne Occidentale, Brest, France, in 1996, where he is now pursuing the Ph.D. degree.
