Dr. Robert Latorre is a Professor of Naval Architecture and Marine Engineering at the University of New Orleans. He designed and heads the Ship Offshore University Lab Towing Tank described in this paper. He completed his BSE in Naval Architecture and Marine Engineering from the University of Michigan in 1971. He received an MSE and Dr. Eng. degrees in Naval Architecture from the University of Tokyo in 1975/1978.

Before joining the University of New Orleans, Dr. Latorre was an Assistant Professor at the University of Michigan and a research scientist at the David Taylor Naval Ship R&D Center and the Bassin d'Essais Des Carenes(French Naval R&D Center) as well as Associate Professor at the University of Tokyo (1986-87).
