Herman C. Peters was born in Eindhoven, The Netherlands, on December 29, 1953. He received the M.Sc. degree in electrical engineering from the Delft University of Technology, Delft, The Netherlands, in 1978.

From 1981 to 1984 he was a Member of the Scientific Staff of the Microwave Laboratory of the Delft University of Technology working in the field of nonuniform transmission lines and microwave remote sensing of the sea surface. In 1985 he joined the North Sea Directorate of Rijkswaterstaat, The Hague, The Netherlands, where he is a Senior Instrumentation Engineer responsible for the implementation of remote-sensing techniques at the North Sea.
