Roman E. Glazman was born in Leningrad, USSR, in 1948. He received the M.Sc. in oceanography from the Hydrometeorology Institute, Leningrad, USSR, in 1971. His Ph.D. dissertation was performed at the Post-Graduate School at the Shirshov Institute of Oceanology at Science Academy, Moscow, USSR, during 1975-1979.Between 1971 and 1974, he worked as a Forecaster for the USSR Weather Bureau of the Hydrometerology Service; from 1974 to 1979 he was involved in remote-sensing oceanography with the Hydrometerology Service of the State Oceanography Institute in Moscow. His experience includes the study of physical properties of the sea surface covered with oil films relating to the detection of oil slicks by remote techniques, theoretical analysis of radio wave reflection from a randomly rough surface at shallow grazing angles, and translating and abstracting of scientific literature. In February 1980, he joined the Ocean Engineering Department at the University of Rhode Island, Kingston. He is currently a Research Associate, working on theoretical problems on oil spill behavior on a sea surface, and on accoustics of air bubbles.
