Jason F. Manning graduated from Taylor High School, Taylor, TX, in 1991. He participated in the summer 1991 High School Apprenticeship Program at Applied Research Laboratories, The University of Texas at Austin, where at age 17, he analyzed a NATO SACLANTCEN seismo-acoustic dataset from the Vestfiord, off the coast of Norway. He became a student at this university in the Fall of 1991, with a joint major in Plan II and Mathematics. In 1994, he became an Honors Scholar at ARL:UT, and continued his seismo-acoustic analysis work on datasets from the Mediterranian Sea.

Mr. Manning received a National Merit Scholarship and a Terry Scholarship.
