Thomas D. Bethem received the M.S. degree in computer systems management from the University of Maryland in 1989.

From 1972 to 1981 he worked as a Computer Programmer Analyst for the National Ocean and Atmospheric Administration (NOAA), National Weather Service, Silver Spring, MD. Since 1981 he has been working for the National Ocean Service as a Computer Specialist, and is presently the Chief of the Information Systems Section, Office of Ocean and Earth Sciences. For the past few years he has been involved in the Tampa Bay Oceanographic Project (TOP) and the author of the voice component of the Physical Oceanographic Real Time System (PORTS).

Mr. Bethem received the Department of Commerce Silver Medal Award in 1992 for his contributions to PORTS.
