Anisim A. Silivra was born in Slaviansk, Ukraine, on February 26, 1954. He received the Masters degree in general physics in 1976 and the Ph.D. degree in theoretical and mathematical physics in 1983, both from Kiev State University.

In 1983, he joined Kiev University, working on linear and nonlinear theory of interaction of electromagnetic waves with electron beams and plasmas. In 1994, he joined the Department of Meteorology of Pennsylvania State University (Penn State), State College. He contributed to underwater acoustic tomography simulation and development of inverse technique for undetermined systems. Since 1996, he has been with the Applied Research Laboratory at Penn State.
