Rafaat H. Khan (S'75-M'78) received the M.Phil. degree in quantum electronics from the University of Southampton (UK) in 1970, and the Ph.D. degree in electrical engineering from the University of Calgary, Calgary, AB, Canada, in 1980.

He spent about ten years researching and developing seismic signal processing algorithms for the oil industry in Calgary. Since 1987, he has been a Senior Researcher at C-CORE-Centre for Cold Ocean Resources Engineering and is cross-appointed to the Faculty of Engineering at the Memorial University of Newfoundland, St. John's. His present research interests are in the development of high-frequency radar systems for the long range detection of surface and low-altitude targets as well as ocean environmental measurements.
