Malcolm L. Heron (S'71-M'71) was born in Waihi, New Zealand, in 1944. He graduated from the University of Auckland, Auckland, New Zealand, with the B.Sc. degree in physics in 1965 and the M.Sc. degree (Hons I) in physics in 1967. He received the Ph.D. degree in radio science from the same university in 1971 for work on electron density and total electron content in the ionosphere.In 1971 he took up a lectureship in physics at James Cook University, Townsville, Qld., Australia, where he worked on VHF scintillation imposed on satellite signals by ionospheric electron density structure. This led to the study of equatorial plasma instabilities. In 1977 he was a CIRES fellow at Colorado State University in Boulder and worked on ATS6 Beacon data at NOAA/SEL. A three-month period was spent at Mullard Space Science Laboratory of University College, London, England, on a Commonwealth Bursary in 1977-1978 where he extracted ion density probe data on equatorial plasma bubbles from ESRO-4 files. Since 1981 he has been developing the narrow-beam HF ocean radar system described in this paper. In 1984 he spent a year at the Centre for Water Research, University of Western Australia, where evaluations of the radar were undertaken.
Dr. Heron is presently Reader in Physics at James Cook University and a senior member of IRE, (Australia).
