Ferial El-Hawary (M'82-SM'85) received the M.Sc. degree in electrical engineering from the University of Alberta, Canada, and the Ph.D. degree in ocean engineering from the Memorial University of Newfoundland, Canada. She has published widely and made numerous presentations in Underwater Applications of Advanced Signal Processing and Estimation Techniques.

She is the co-founder and President of BH Engineering Systems, Ltd., Halifax, Nova Scotia, Canada and the "Modeling and Signal Analysis Research Laboratory" in the faculty of Engineering at the Technical University of Nova Scotia. At BHE, her activities involve technology transfer from the academic sphere to industry through consulting and the offering of Advanced Professional Development Courses for industry.

She is a member of the IEEE Oceans Society's AdCom serving as Vice President International, and Past Chairman of the Membership Development Committee. She is active in promoting the Society at the national and international level, and in particular in organizing Oceans' conferences held outside North America. The first was Oceans'94 in Brest, France. She has been involved in promoting the Society in Europe by making presentations at technical meetings. A highlight is the recent formation of the first European Chapter of the OES in France.

Dr. El-Hawary is the founding chairman of the first Canadian Maritime Section of the Marine Technology Society and Chairman of the IEEE Canadian Atlantic Chapter of the Oceanic Engineering Society. She served as Chair of the Fellow Evaluation Committee of MTS. Presently, she is acting as Chairman of the Student Activities Committee for the Eastern Canada Council of IEEE.

She was Vice-Chairman of the IEEE International Conference on Systems, Man, and Cybernetics, held in Halifax in October, 1984, and was a member (and MTS representative) of the Organizing Committee and Chairman of the Tutorials Committee for Oceans'87 in Halifax. She was Co-Chairman of the Workshop on Neural Networks in Oceans Engineering held in Washington, DC, in 1991. She has organized and chaired the International series of Panel Sessions on the "Future of Oceans Science and Engineering" at the Oceans' conferences.

Dr. El-Hawary is a registered professional engineer in the Province of Nova Scotia, and a Fellow of the Marine Technology Society. She is also a member of Sigma Xi, and the Canadian Society for Exploration Geophysics.
