Gisli Skagfjord was born on August 14, 1957, in Reykjavik, Iceland. He received the Professional degree in electrical engineering from the University of Iceland in 1981, and the M.S. degree in electrical engineering from the Virginia Polytechnic Institute and State University, Blacksburg, in 1984.During 1981 he worked for the National Power Company, and in 1982 he was with the Post and Telephone Administration, both in Iceland.
Mr. Skagfjord is a member of the Icelandic Association for Charter Engineers.
