Bruce E. Eckstein was born in Olean, New York, on October 29, 1949. He received the B.S. degree in ocean engineering from Florida Atlantic University, Boca Raton, in 1971. He received the B.S. degree in electrical engineering from Florida Atlantic University in 1975.From 1971 to 1974 he worked as a Seismic Engineer for Seismic Explorations International S.A. From 1974 to 1976 he worked for the U.S. Army. From 1976 to the present he has worked for the Naval Ocean Research and Development Activity, National Space Technology Laboratory, of the U.S. Navy.
