G. Clifford Carter (M'70, SM'78, F'88) was born and raised in Oak Park, IL. He is a 1967 graduate of the U.S. Coast Guard Academy. He earned the M.S.E.E. and Ph.D.E.E. degrees from the University of Connecticut in 1972 and 1976.Dr. Carter is an electronics engineer at NUWC (formerly NUSC), New London, CT and an adjunct Professor at the University of Connecticut at Storrs. He teaches graduate level courses in digital signal processing, detection, estimation, and communications theory. He has lectured throughout the U.S., Canada, and Europe and is an internationally recognized expert in signal processing. He has served on Ph.D. committees at the University of Connecticut, Kansas State University, University of Saskatchewan in Saskatoon, Brown University, and Instituto Superior Tecnico in Portugal.
In addition to his technical expertise, Dr. Carter is an experienced technical manager. He is the recipient of numerous awards for his line and program management accomplishments including organizational and program growth, getting signal processing algorithms to sea for testing and development of cooperative ventures with industry. He served in Washington, at the Office of Naval Research, Technology Directorate, (formerly the Office of Naval Technology), where he was the program element-technical area manager for the U.S. Navy's ocean and undersea applied research programs. Dr. Carter is a Fellow of the IEEE, coauthor of the 1993 CRC Electrical Engineering Handbook and the editor of an IEEE Press book: Coherence and Time Delay Estimation.
