Steven J. Kilistoff was born in Jasper, AB, Canada, in 1956. He received the Honours B.A. degree in philosophy from the University of Calgary in 1977, and the M.A. degree in philosophy from the University of Toronto, Toronto, ON, Canada, in 1978.

He worked as a software developer for the Department of National Defence at the Defence Research Establishment Pacific, Victoria, BC, from 1981 to 1994. Since then, he has been employed as a Senior Scientist by Integrated Performance Decisions, Inc., Middletown, RI.
