Tamaki Ura graduated from the Department of Naval Architecture, Faculty of Engineering, University of Tokyo, Tokyo, Japan, in 1972 and received the Ph.D. degree in engineering from the University of Tokyo in 1977.

He became Assistant Professor of the Institute of Industrial Science (IIS), of the University of Tokyo in 1977, was promoted to Associate Professor in 1978 and to Full Professor in 1982. He has also been a Commissioned Judge of the High Marine Accidents Inquiry Agency since 1984. He is one of the leaders of development of autonomous underwater vehicles in Japan, having constructed seven so far: the R-one Robot, which is equipped with a closed cycle diesel engine system, succeeded in 12-hr operation in June of 1998. He has published more than 300 papers and a book Underwater Robotics . His current research interests are underwater robotics, intelligent systems, and safety of life at sea.

Dr. Ura has been Chairman of the IEEE Oeanic Engineering Society Tokyo Chapter since 1996 and Chairman of the Ocean Technology Committee of the Society of Naval Architects of Japan since 1998. He is one of the Technical Chairman of UT'98, which was organized by the IEEE, IIS, and the Office of Naval Research Asian Office. He received two prizes from the Society of Naval Architects: the Paper Prize in 1979 and the Prizes of Invention in 1995 and 1997. He also received the Houku Prize in 1982 for significant contribution to safety of moored ships, and the Prize of the High Automation Technology Association in 1998.
