Thank you very much for your thorough response to the three (3) itemized questions. 

 

The second paragraph of my earlier email stated that  "One thing that would make underwriters feel more comfortable with the risk, is a list/log of instruments that have been plugged in since it (MARS) was operational, preferably by institution so that Tongji's deployment will appear as an inconsequential risk in a long line of other university users."   

 

If it's a big research burden to go back in time to when MARS was first operational or even to the 2008 fix, can MBARI generate any type of list by institution without too much labor?

After checking with Tongji University and reviewed by MBARIs Steve Etchemendy and Craig Dawe (who are in charge of the MARS Project), we answer your three questions as follows. We hope they are sufficient for your contacting potential insurers. If therere any other questions, please let us know.

 

Tongji University expressed that they are very willing to accept a U.S. insurer you help find (certainly they hope the cost can be made as low as possible with your (our) help), and they hope the insurance hurdle can be overcome as soon as possible because the installation date in closing in.

1) Descriptions and specs including power input and output of each piece of Tongji equipment to be attached;

 

Input voltage (provided from MARS to Tongji equipment): 375 volts

 

Total power consumption of Tongji equipment:

150 W (junction box) + 320 W (chemistry monitoring system) + 160 W (dynamic environment monitoring system)

= 630 W


2) Specs of node including in particular redundancies and other safety features.

 

The shore station is protected by over-current circuitry which will shut down the power supply in the event the sea cable is damaged. The node itself is protected by software and hardware from over-current conditions and will shut down a given port if the attached instrument draws too much power. The circuitry is fairly robust and has proven reliable in its ability to protect the MARS node. The Ethernet connections are standard transformer coupled connections on a Cisco router. The routers driving these data ports are redundant and could be switched over in the event of a failure but it is bank switching, all ports get switched to the other data path.


3) Maximum duration of Tongjis equipment on MARS. Estimated worst-case damage scenario. Cost to retrieve node, repair it, and redeploy it.

Maximum duration of Tongjis equipment on MARS: 2 months.

 

The worst-case scenario would be damage to the CTA (Cable Termination Assembly). The CTA is spliced to the main telecom cable, which transits to shore from the MARS node 890 meters deep in Monterey Bay. Most of the main telecom cable is buried and the possibility of damage is low. However, the CTA connects MARS to the main telecom cable and is near the surface of the seafloor as it enters the trawl proof node.  If during launch or recovery of the Tongji equipment, the lifting lines break and the load hits exactly on the approximately three meter long, three inch wide section of the CTA (that is not buried), damage could occur. If there is sufficient force to break the CTA we would have to hire a cable ship to recover the MARS node and re-terminate the CTA to the main telecom cable. We did hire IT Telecom to do essentially this same job in 2008 when the main power connector to MARS failed (which is on the end of the CTA, by the way). It cost us 1.2 million for the whole job.

Everything is possible for a price.  I'll have to check with insurers that aren't currently insuring MBARI to avoid conflicts of interest.  So that eliminates 6 insurers, possibly a seventh, ACE, who we just left.  ACE declined to insure MARS for liability during its installation, and proposed post installation coverage with several exclusions not on your existing liability policy.

One thing that would make underwriters feel more comfortable with the risk, is a list/log of instruments that have been plugged in since it was operational, preferably by institution so that Tongji's deployment will appear as an inconsequential risk in a long line of other university users.   

Besides trying to sell the underwriters that the risk of damage is negligible based on usage history, I will suggest that even if the node sustained physical damage, It has been underwater for two years, and it would be practically impossible for MBARI to prove that Tongji's instruments were the problem, instead of some independent cause such as defective construction of the node, wear and tear, corrosion, microbes, bacteria with sharp teeth, electric eels ;-).

Each underwriter approached will ask for one or more pieces of the following data, so please forward it so I have it when asked.
1.) descriptions and specs including power input and output of each piece of Tongji equipment to be attached;
2.) specs of node including in particular redundancies and other safety features.
3.) Estimated worst case damage scenario.  Cost to retrieve node, repair it, and redeploy it.

I would like to say that both of your proposed options are acceptable in our side. Because of only very short time before our proposed test on MARS in this Feb-March, it would be greatly appreciated if MBARI people could ask your insurance to find a company to take this business for us. That is, we would like to start the option 2 asap.

Meanwhile, we will also contact Chubb USA to see if they will take this business or how to deal with.

Dear Prof. Zhou,
MBARIs Director of Marine Operations Mr. Steve Etchemendy and MBARIs CFO Mr. Mike Pinto held detailed discussions with MBARIs insurance agent. The conclusion is: Chubb (China)s insurance (for the Tongji project on MARS) does not meet the requirement, and hence is not acceptable. The main reason for the rejection is: if any damage happens to MARS during the Tongji project, MBARI cannot legally hold Chubb (China) accountable (i.e., cannot sue Chubb (China)) because Chubb (China) is in China, not in U.S.
We propose two options for solving this problem:
Option 1: Can you use Chubb (USA), not Chubb (China), as the insurer (for the Tongji project on MARS)? This may be the fastest and more economical approach for solving this problem. Can Chubb (China) transfer the insurance policy (for the Tongji project on MARS) to Chubb (USA)?
Option 2: MBARIs insurance agent helps Tongji find a U.S. insurer (for the Tongji project on MARS). We will charge Tongji the insurance premiums and fees involved. Then if any damage happens to MARS during the Tongji project, that U.S. insurer will be held responsible. But this approach can be more expensive than Option 1.
Please let us know your opinion. We at MBARI are doing our best to help solve this problem. Please feel free to call me if you have any question.
