a plan: one is needed, needs detail, with very specific recommendations

how to address major disconnect between science and engineering 
(oreilly NSF proposal experience: difficult to get Johnson's signature--didn't see the need for shared interfaces, feels that ORION is 'pie in the sky'. other scientists not being allowed to join as co-Investigators, even though they support the work. Johnson did sign it, eventually and with reservation.) Is MBARI's mission to bring up observing systems to the same level as terrestrial systems? Can we do it with our funding and resources? Ken: The large scale approach is not practical and doesn't make sense (economic, technical) at small scales.
We are dedicating only one or two people to these efforts, but collaborating with larger groups (WHOI? LOOKING?) -- can amortize cost over smaller number of deployed systems.

There is not much we can do at our level to address this disconnect

This disconnect would be a good topic for the offsite.

Our strategic plan needs to be something 
Are we there to develop tech for the community at large, or for for MBARI? What is the mix? How to accommodate the parochial interests of MBARI scientists (getting each scientists' papers out)?

Scientists don't have contribution to engineering/technology as a part of their metrics for success.

To what extent are scientists required to contribute to the community vs their own research interests?

Our plan:

Must be consistent with MBARI strategic plan?
What are the science thrusts that we want to support? We are just starting understand their needs and what common tech threads are best to follow.

MARS, MOOS are part of implementation, MBARI committed to these (10 year plan)
What aren't we going to do? (gliders, AUVs from scratch?, AUV docking?)
How does Steve Rock's program fit in (e.g.)? What are the benefits and costs?
Has it contributed to our core competencies? What applications have come out of it?
