The approach that has already proven quite tractable is to write an ArcGIS extension in C# using VisualStudio. The complexity is in understanding the ArcGIS object model - which exists in any of the languages available for extending ArcGIS. Programming the extension at this level will give the greatest amount of flexibility in adding the features that are required. (Even though this approach is the apparent way to go we do want to double check that the Tracking Analyst option actually does require a connection to shore, and a server in Redlands, CA.)
